Go to Google Contacts (contacts.google.com)
Click "Import" in the left sidebar
Click "Select file" and choose your .vcf file
Click "Import"
Your contacts will be added to your Google Contacts
Open Outlook desktop app
Click "File" > "Open & Export" > "Import/Export"
Select "Import a vCard file"
Browse to your .vcf file and click "Open"
The contact will be imported to your contacts list
